option --with-sqlite is for the ancient, deprecated and buggy SQLite 2.x. This should be not promoted at all any longer. Option --with-pdo-sqlite is for the current SQLite 3.x in conjunction with PHP's PDO framework. This should be the only one we promote at this time.
